VPS ip 69.65.49.160 conflict with who???

Today i get error on accessing the VPS,
as the chat with VPS support department the problem with my VPS is ip conflict. until i post this i still cant get to my VPS. i just wondering how can the ip address is conflict on the data center? is there any other servers can set the ip or the problem is on the network. i don't get clear answer my self. until now i have to wait (already more than 1 hour) and answer the phone complains with clear answer. still not able to access the server.
