Well, I think this step is taken so that users do not post any information which is not correct as it is noticed that users keep on posting wrong information on Wikipedia to get a link for their website as a link from Wikipedia can affect the search engine rankings as well as the traffic of websites.

I think they will review articles on Dead people also, however, articles can be directly posted and it will be reviewed by moderators later on.

All the articles on Wiki are moderated but it takes some as there are millions of articles on Wiki and it is not possible to moderate the articles on regular basis.

Wikepdia links are now "nofollow" hence the number of such users has been reduced those want to get search engine leverage by adding links there.

Previously, Wikipedia used to provide "dofollow" backlinks and hence users were encouraged to post links in Wikipedia and for this purpose, sometimes they did not post quality content which was creating problems for Wiki and hence they started providing "nofollow" backlinks.

Also, even if Wiki provides "nofollow" backlinks, you can post links in Wiki which would help you to get more traffic for your website and offcourse, if your link is present on Wiki, your website will gain polularity as well.

If you want your link there you should add relevant comprehensive article as external links and you should contribute the page with useful information.

It is always necessary to provide useful and relevant information to the website from which you would like to gain a backlink and traffic. If the content posted in relevant and useful, the backlink to your website will not be removed and visitors visiting the page on which your link is present will come to your website for some more useful information which will result into more traffic
