Yes the downtime can surely be reduced in case you are an existing customer. Pointing the 'A' records to the server where the website is hosted/migrated and then updating the nameservers helps in reducing the downtime. But, if you are switching from one host to the other, then in anycase you have to change the DNS, pointing 'A' records too is an option, but there is a chance of mistakes i.e. if your previous host makes some mistake, then the website would surely go down for an unestimated time.
It also depends on the type of web hosting plan too, for example if you are migrating the website between one VPS plan to another, you won't face any downtime.
